Public Hearing By-Trustee Area Election System - Monday, Sept 11

At the August 14, 2017 Antelope Valley Community College District board meeting, the Board of Trustees approved a schedule for districting board member elections. Under the current “at-large” system, all registered voters in the District’s boundaries can vote for candidates for Board member seats. Under the new proposed system, candidates will be elected by “trustee areas.” This means only voters within a given trustee area can vote for candidates who reside within that same area.

The public is invited to provide input regarding the composition of the districts at a public hearing to be held Monday, September 11, 2017 at 6:30 pm during the regularly scheduled Antelope Valley Community College District Board of Trustees meeting.  This public hearing will take place in the Antelope Valley College Board Room (SSV 151), Antelope Valley College 3041 West Ave K., Lancaster Ca 93536.

The California Voting Rights Act prohibits the use of any election system "that impairs the ability of a protected class to elect candidates of its choice or its ability to influence the outcome of an election." At the August 10, 2015 board meeting, the board approved a contract with NDC Research to complete a demographic study of the district. A Presentation by NDC was presented at open session at the November 14, 2016 board meeting. At the December 12, 2016 board meeting, the board approved a resolution calling for the elections for members of the board to be moved from odd-numbered years to the general elections of even-numbered years. The Board of Supervisors of both Los Angeles and Kern Counties approved the change in the election years. At the May 8, 2017 board meeting, the board approved NDC Research to complete the proposed schedule and mapping of the districts.
