The Goethe Institut offers a full range of courses in many different cities in Germany. The Insitut also administers many language examinations to certify different levels of proficiency that are recognized by many European employers .  Prices listed are from 2015.

This agency is an umbrella organization that administers many different programs including CBYX and WISP. Some scholarships are available.

CCIE has information on study abroad programs run by many California community colleges. There are rarely trips to German-speaking countries, but offerings change every year.
