The Coronavirus Aid, Relief, and Economic Security Act (CARES Act)

“The Coronavirus Aid, Relief, and Economic Security Act or, CARES Act, was passed by Congress on March 27th, 2020. This bill allotted $2.2 trillion to provide fast and direct economic aid to the American people negatively impacted by the COVID-19 pandemic. Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA)

 “The Higher Education Emergency Relief Fund II (HEERF II) is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, signed into law on Dec. 27, 2020. In total, the CRRSAA authorizes $81.88 billion in support for education, in addition to the $30.75 billion expeditiously provided last spring through the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136.”

HEERF III

American Rescue Plan Act (ARP)

“The American Rescue Plan Act provides almost $40 billion in relief funds that will go directly to colleges and universities to support the overwhelming costs that institutions and students face in dealing with the COVID-19 pandemic.  The final bill includes approximately $36 billion for nearly 3,500 public and private, nonprofit colleges and universities, and approximately $395.8 million for about 1,630 for-profit institutions. Institutions will be required to spend at least half of their allocations on emergency financial aid grants to students. Approximately $200 million will be allocated to institutions based on exceptional need, similar to December’s Coronavirus Response and Relief Supplemental Appropriations Act (CRRSSA). Finally, the bill provides nearly $3 billion to Historically Black Colleges and Universities, Tribal Colleges and Universities, Hispanic-Serving Institutions, and other minority serving institutions.” – American Council on Education

COVID-19 RESPONSE BLOCK GRANTS

“The 2020-21 Budget Act provides California Community College districts with federal and state relief funds in the form of a $120 million COVID-19 Block Grant (block grant). The block grant is comprised of $66.255 million from one-time Proposition 98 funds and $53.975 million from the federal Coronavirus Relief Fund (CRF), a component of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). The funds should be used on activities that directly support student learning, continuity of education, and mitigate learning loss related to COVID-19.
