Employee Safety Programs
Antelope Valley Community College District is committed to providing a safe and healthful workplace. The safety programs below describe the District’s procedures for identifying hazards, preventing injuries and illnesses, reporting unsafe conditions, responding to emergencies, and protecting employees from specific workplace hazards.
These programs were approved on July 26, 2026. Employees should review the programs applicable to their work and contact their supervisor or Risk Management with questions.
Report a Safety Hazard
Employees may report an unsafe condition through any of the following methods:
- Verbally or by email to a supervisor
- Directly to Risk Management at risk.management@avc.edu
- By calling People, Culture & Talent at 661-722-6300, extension 6311
Employees may report safety concerns without fear of retaliation.
Emergencies and Employee Injuries
For emergencies on District property, immediately contact AVC Campus Security/Sheriff at 661-722-6399 or extension 4444.
Call 911 if Campus Security/Sheriff cannot be reached without delay, if directed to do so, or when an emergency occurs away from District property.
Employees who experience a work-related injury or illness should immediately notify their supervisor and call Company Nurse at 877-518-6702 for medical triage. After immediate emergency needs are addressed, the supervisor must notify Risk Management.
After-hours incidents must also be reported to the After-Hours Administrator and/or Campus Security.
Injury and Illness Prevention Program
The Injury and Illness Prevention Program (IIPP) is AVCCD’s primary workplace safety program. It establishes responsibilities and procedures for safety communication, hazard reporting, inspections, incident investigation, hazard correction, employee training, recordkeeping, and program review.

Emergency, Injury, and Health Protection
Emergency Action and Fire Prevention Plan
Provides procedures for reporting emergencies, evacuating buildings, accounting for employees, preventing fires, using portable fire extinguishers, and maintaining building-specific emergency information.

Indoor and Outdoor Heat Illness Prevention Plan
Establishes requirements for temperature monitoring, drinking water, shade and cool-down areas, preventative rest periods, high-heat procedures, acclimatization, emergency response, and employee training.

Bloodborne Pathogens Exposure Control Plan
Establishes precautions and procedures for employees whose assigned duties may involve occupational exposure to blood or other potentially infectious materials. It addresses universal precautions, safer sharps practices, personal protective equipment, hepatitis B vaccination, exposure response, and medical follow-up.

Communicable and Infectious Disease Response Procedure
Provides Districtwide procedures for reporting and responding to workplace communicable-disease concerns, protecting medical confidentiality, communicating potential exposures, coordinating with public-health authorities, and implementing temporary workplace controls.

Ergonomics and Repetitive Motion Injury Prevention Program
Provides procedures for reporting discomfort, evaluating workstations and tasks, reducing ergonomic risk factors, implementing equipment or work-practice changes, and coordinating ergonomic concerns with workers’ compensation or the reasonable-accommodation process when applicable.

Chemicals, Laboratories, and Airborne Hazards
Hazard Communication Program
Explains how AVCCD manages hazardous-chemical inventories, container labels, Safety Data Sheets, employee training, chemical storage, non-routine work, contractor coordination, and spill or exposure reporting.
Safety Data Sheets are available through the District’s online SDS repository. QR codes linking to the repository are posted near chemical-storage areas.

Laboratory Safety and Chemical Hygiene Plan
Establishes safety requirements for laboratories using hazardous chemicals. It addresses chemical inventories, laboratory-specific procedures, fume hoods, eyewashes and safety showers, particularly hazardous substances, personal protective equipment, inspections, medical consultation, and emergency response.

Respiratory Protection Program
Establishes requirements for evaluating respiratory hazards and authorizing respirator use. Employees may not perform work requiring respiratory protection until the required hazard evaluation, medical clearance, respirator selection, fit testing, training, and authorization have been completed.

Hearing Conservation Program
Provides procedures for identifying and monitoring occupational noise exposures, implementing controls, providing hearing protection, conducting audiometric testing, and enrolling affected employees in the hearing conservation program when applicable exposure thresholds are met.

Facilities and Specialized Hazardous Work
The following programs primarily apply to Facilities employees, authorized employees, qualified contractors, and other employees specifically assigned covered work. Employees must not perform specialized hazardous work unless they have received the required training and authorization.
Electrical Safety and Control of Hazardous Energy Program
Establishes requirements for electrical safety and lockout/tagout. Only trained and authorized Facilities employees may perform hazardous electrical work or apply energy-control procedures.

Confined Space Entry Program
Establishes procedures for identifying and controlling confined spaces. Permit-required confined-space entry is performed by qualified contractors unless AVCCD establishes and documents a fully compliant internal entry program.

Asbestos and Lead Safety Program
Establishes procedures for identifying and managing known or suspected asbestos-containing and lead-containing materials. Employees must not drill, cut, sand, grind, demolish, or otherwise disturb suspect material without Facilities authorization.

Water Intrusion, Mold, and Indoor Air Quality Response Program
Provides procedures for reporting and responding to leaks, water-damaged materials, suspected mold, odors, ventilation concerns, and other indoor-air-quality conditions.
Employees should report building conditions through the Facilities Work Request system. Urgent conditions should also be reported directly to Facilities, Campus Security, or the After Hours Administrator, as applicable.
